INDIVIDUAL PROFILE

HERBERT A. VOGEL, born Passaic, New Jersey, April 26, 1931. Education: University of Pennsylvania (B.A. 1953; LL.B. 1959). Admitted as a Member of the New Jersey Bar in 1960; admitted to Bar of the United States Supreme Court in 1963.

Mr. Vogel has established himself in the fields of land use, municipal, and environmental law, by representing both municipalities and private clients. He has represented PCS carriers in applications for site plan, variance and other approvals needed for cellular and PCS antennas and equipment facilities plus related EMF safety issues, litigation and contract matters. He also has represented major national retail chains in applications for land use approvals and litigation and has represented developers of large subdivisions and site plans plus a number of plaintiffs as well as municipal defendants in Mount Laurel cases. He has extensive experience in variance, site plan and subdivision applications and litigation, as well as in solid and toxic waste, electromagnetic fields, and other environmental law litigation. Mr. Vogel is also an experienced trial attorney in construction, real estate, and municipal utilities cases. He has lectured extensively on zoning, planning, land use, and municipal law.

Since 1965, Mr. Vogel has served at various times as the municipal, board of adjustment or planning board attorney and special counsel for the following municipalities: Pequannock, Mount Olive, Rockaway, and Parsippany-Troy Hills Townships, and Madison, Rockaway, Butler and Mount Arlington Boroughs, and the Town of Morristown.

Mr. Vogel is a member of the Morris County and New Jersey State Bar Associations and was a Trustee of the Institute of Municipal Attorneys (12 years). He has been an Adjunct Professor at Rutgers Law School, Newark, and a guest lecturer for the League of Municipalities, Institute of Municipal Attorneys, the Institute of Continuing Legal Education (ICLE), Morris County Bar Association, and various home builder, real estate and banking associations. He has spoken on the subjects of zoning, planning, land use, public bidding and other laws pertaining to municipalities, and has taught techniques and procedures for preparation and presentation of zoning applications and for handling related litigation.

Mr. Vogel currently provides "of counsel" services to the firm.
